The Singapore Public Service has evolved dramatically over the past 40 years or so. Today, it is building a reputation for good governance and is held in high regard internationally. The World Bank Report on Governance ranked Singapore first place in Government Effectiveness, second place in Control of Corruption and third place in Regulatory Quality. The Corruption Perception Index named Singapore as the least corrupt government in Asia, in its 2007 Report.
In February 2006, the Public Sector Informant, a monthly insert to the Australian newspaper, the Canberra Times, cited the Singapore Public Service as a benchmark for Australia. It acknowledged that Singapore had overtaken Australia in the "efficiency and effectiveness" of its public service and Singapore was now a natural choice for Commonwealth public service study tours.
The tacit public sector knowledge and expertise built over the years is being tapped on to share not only internally with our younger officers but also with public services around the world through study visits and exchanges. This is so even as we continued to learn from others who have gone ahead of us.
To support the retention of public sector expertise, we are developing a registry of retired or retiring officers across the Service, whose expertise can then be tapped on to contribute to public sector consultancy projects overseas. |
