To the public, the government is one whole. The Public Service therefore serves the people as one government even though every agency has autonomy to set directions and build its own capacity. So while each agency is accountable for its very defined and focused role, cross-agency issues are addressed as a networked government to provide solutions from the customer perspective.
Beyond providing services to customers, the Public Service also engages citizens in policy formulation and implementation. This strategic capacity allows public officers to go beyond informing on policies to consulting, as well as engaging our citizens in policy formulation.
Over the years, decentralisation has allowed for greater responsiveness. Nonetheless, on-going efforts strive to bind public officers together in heart and mind, anchored in the core Public Service values of Integrity, Service and Excellence. |
