Even after 10 years, the fundamental message of PS21 remains as relevant as it was in 1995. Today, the initiative focuses on three broad areas - 'People', 'Systems' and 'Citizens & Customers' - to drive PS21 forward.

Road

Under “People”, the Public Service aims to achieve the strategic outcome of having public officers who are committed to excel, dare to change and think ahead. We seek to develop human capital while ensuring that the Public Service provides sufficient opportunities to tap and maximise the potential of all public officers. Previous focus such as Staff Wellbeing and ExCEL are subsumed under the broad area of ‘People’.

Under ‘Systems’, the Public Service aims to get public agencies to cut red tape, become more efficient and create value. We want to drive the development of systems and processes that define an excellent organisation, and adopt strategic management tools in the public sector. Previous focus areas such as Organisational Review are subsumed under this focus on ‘Systems’.

Under ‘Citizens & Customers’, the Public Service aims to engage citizens and delight customers in our service delivery. ‘Engaging Citizens’ means having a Public Service that taps on the ideas and energy of the public in policy formulation and implementation. This will help the Public Service put in place effective policies that meet the needs of the citizens. ‘Delighting Customers’ refers to the ongoing efforts to provide responsive, efficient and courteous services to customers who need to transact with the government.

PS21 has set in motion many positive changes within the Public Service, and has been instrumental in raising the quality of the Public Service as a whole. However, it is a journey without end to entrench the PS21 mindset and attitude in all public officers and agencies.
