As a small nation, the future of Singapore rests on our ability to equip the Public Service with motivated, innovative and engaging leaders who possess the highest levels of integrity and bonded by a common set of ethos and values.
PSD manages the Administrative Service – a central pool of top civil servants who work closely with the political leaders to chart the directions and craft strategies for a safe, progressive and successful Singapore. Serving across different ministries and statutory boards, Administrative Officers possess all-encompassing knowledge of the complexities and demands of the business of government. They shape, implement and improve crucial policies that impact the lives of all Singaporeans.
PSD also manages the Management Associates Programme (MAP) which identifies high potential officers, including fresh graduates and PSC scholars, and groom them for the Administrative Service and other leadership positions in the Public Service. Management Associates develop insights on how the Public Service functions and gain work exposure in different government agencies.
While PSD focuses on developing the top Public Service leadership, we also foster leadership capabilities at all levels of the Public Service to ensure successful implementation of policies on the ground. PSD monitors the performance of officers with high potential across all schemes of service. These officers are developed to fulfil their fullest potential.
One key avenue through which Public Service leadership is developed is through the Civil Service College (CSC). The CSC provides training and development programmes for public officers in areas such as public policy and governance, public administration, management, and organisational excellence. A spirit of lifelong learning is emphasised, so that public officers can remain employable, effective and productive in a changing environment. | |
