Changes in Permanent Secretary Appointments – 1 November 2019
New Permanent Secretary Appointment
Mr Stanley Loh Ka Leung will be appointed Second Permanent Secretary (Foreign Affairs) and concurrently Second Permanent Secretary (Social and Family Development) and Second Permanent Secretary (Prime Minister’s Office)(Special Duties), with effect from 18 November 2019.
Changes in Permanent Secretary Appointments
The following changes in Permanent Secretary appointments will take effect from 2 December 2019:
Mr Chan Yeng Kit will relinquish his appointment as Permanent Secretary (Defence) and be appointed Permanent Secretary (Health).
Mr Chan Heng Kee will relinquish his appointment as Permanent Secretary (Health) and be appointed Permanent Secretary (Defence).
Mr Ng How Yue will relinquish his appointment as Permanent Secretary (Law). For his current concurrent appointment at the Ministry of Health (MOH), he will be re-designated Permanent Secretary (Health Development) and be full-time at the MOH to give greater focus to ageing issues, in addition to public health and health promotion.
Mr Loh Khum Yean, Permanent Secretary (Public Service Division), will be concurrently appointed as Permanent Secretary (Law).
Background
Mr Stanley Loh Ka Leung (罗 家 良)
Mr Stanley Loh, 48, has served in various appointments in the Ministry of Foreign Affairs (MFA). Between 1997 and 2000, he served as First Secretary and later Counsellor in the Singapore High Commission to Malaysia. In 2000, he was appointed as Deputy Chief of Mission of the Singapore Embassy in the United States of America. In 2004, Mr Loh was appointed Press Secretary to then Prime Minister and later Senior Minister Goh Chok Tong, and concurrently Director (Special Duties) in the Ministry of Information, Communications and the Arts. In 2005, he was concurrently appointed as Director of the Middle East Directorate in MFA. He was Singapore’s Trade Representative in Taipei from 2007 to 2011, before taking up appointment as Deputy Secretary (International) in MFA between 2011 and 2012. Mr Loh has been Singapore’s Ambassador to the People’s Republic of China since March 2012.
Mr Chan Yeng Kit (陈 英 杰)
Mr Chan, 54, served in various appointments in the Public Service Division, Ministry of Trade and Industry, Ministry of Defence and Ministry of Education. He was seconded to the NTUC from 1991 to 1993 and to the Suzhou Industrial Township Development from 1993 to 1994. Mr Chan was appointed Chief Executive Officer, InfoComm Development Authority of Singapore in 2005 and Permanent Secretary (Information, Communications and the Arts) in 2008. He was appointed Permanent Secretary (Defence Development) in 2012 and has been Permanent Secretary (Defence) since 2013.
Mr Chan Heng Kee (陈 庆 基)
Mr Chan Heng Kee, 50, served in various Ministries, before being appointed Deputy Secretary (Development) in the Public Service Division (Prime Minister’s Office) and concurrently Chief Executive Officer of the Civil Service College in 2006. He was appointed Chief Executive, Workforce Development Agency in 2008, and Permanent Secretary (Community Development, Youth and Sports) in 2011. He was Permanent Secretary (Social and Family Development) from 2012 to 2016, and has been Permanent Secretary (Health) since May 2016.
Mr Ng How Yue (黄 好 游)
Mr Ng How Yue, 48, has held various appointments in the Civil Service, including Director-General of Singapore Customs in 2003, and Deputy Secretary (Trade) in the Ministry of Trade and Industry in 2007. Mr Ng was appointed Principal Private Secretary to the Prime Minister in 2008. He was appointed Second Permanent Secretary (Trade and Industry) in 2011. He has been Permanent Secretary (Law) since 2014, and concurrently Second Permanent Secretary (Health) since January 2017.
Mr Loh Khum Yean (罗 锦 贤)
Mr Loh Khum Yean, 54, held various appointments in the former Ministry of Communications, Ministry of Trade and Industry and Public Service Division before his appointment as Deputy Secretary in the Ministry of Finance in 2002. He was appointed Chief Executive, SPRING Singapore in 2003 and Deputy Secretary in the Ministry of Trade and Industry in 2008. He was appointed Permanent Secretary (Manpower) in 2009, and Permanent Secretary (Trade and Industry) in 2016. He has been Permanent Secretary (Public Service Division) since April 2019.
