Permanent Secretary Appointments – 2 September 2021

New Permanent Secretary Appointments

  The following Permanent Secretary appointments will take effect from 4 October 2021:

  Mr Chng Kai Fong, Managing Director, Economic Development Board will be appointed Second Permanent Secretary, Smart Nation and Digital Government Group.   
  Ms Lim Wan Yong, Deputy Secretary (Planning), Ministry of National Development and concurrently Deputy Secretary (Security Coordination), Prime Minister’s Office, will be appointed Second Permanent Secretary (Education). 

  Ms Teoh Zsin Woon, Deputy Secretary (Transformation), Public Service Division, will be appointed Second Permanent Secretary (National Development) and concurrently Second Permanent Secretary (Public Service Division).

Change in Permanent Secretary Appointments

  Ms Lai Wei Lin will relinquish her appointment as Second Permanent Secretary (Education) and continue as Permanent Secretary (Law), with effect from 4 October 2021.  She will be concurrently appointed Second Permanent Secretary (Finance) with effect from 1 January 2022.  

Background 

Mr Chng Kai Fong (庄 凯 峰)

  Mr Chng Kai Fong, 42, has held various appointments in the then Ministry of Information, Communications and the Arts, Ministry of Home Affairs, Civil Service College, Ministry of Trade and Industry and Communications Group, Prime Minister’s Office.  He also served a 2-year stint at Shell Eastern Petroleum Pte Ltd. He was appointed Principal Private Secretary to the Prime Minister in 2014, and subsequently as Managing Director, Economic Development Board in 2017. 

Ms Lim Wan Yong (林 宛 蓉)

  Ms Lim Wan Yong, 44, has held various appointments in the Trade Development Board (now Enterprise Singapore), Ministry of Trade and Industry, Ministry of Education, Ministry of Finance and Civil Service College, and was Special Assistant to then-DPM Teo Chee Hean. She was appointed Deputy Secretary (Planning), Ministry of National Development in 2017, and concurrently Deputy Secretary (Security Coordination), Prime Minister’s Office in 2019.   

Ms Teoh Zsin Woon (张 静 文)

  Ms Teoh Zsin Woon, 47, has held various appointments in the then Ministry of the Environment, Ministry of Defence, Ministry of Manpower, Workforce Development Agency and Ministry of National Development. She had also served a 2-year stint as General Manager, Marine Parade Community Development Council. Ms Teoh was appointed Deputy Secretary (Development), Ministry of Health in 2013, and subsequently as Deputy Secretary (Transformation), Public Service Division in 2018. 

Ms Lai Wei Lin (赖 慧 玲)

  Ms Lai Wei Lin, 45, has held various appointments in the Ministry of Trade and Industry, Ministry of National Development, Civil Service College and Ministry of Health.  She was appointed Deputy Secretary (Policy), Ministry of Health in 2015, and subsequently as Deputy Secretary (Policy), Ministry of Education in 2017.  She has been Second Permanent Secretary (Education) since 2019, and concurrently Permanent Secretary (Law) since 2020.
