New Permanent Secretary Appointment
Mr Tan Chye Hee (陈财喜) will be appointed as Permanent Secretary (Home Affairs Development) and concurrently Permanent Secretary (Information and Development), Ministry of Digital Development and Information with effect from 1 October 2025.
Changes in Permanent Secretary Appointments
2 Mr Aubeck Kam (甘泽铨) will relinquish his appointment as Permanent Secretary (Home Affairs Development) with effect from 1 October 2025. He will continue to serve as Permanent Secretary (Social and Family Development).
3 Mr Chng Kai Fong (庄凯峰) will be re-designated as Permanent Secretary (Development), Ministry of Digital Development and Information on 1 October 2025, in addition to his concurrent appointment as Permanent Secretary (Development)(Smart Nation)(Cybersecurity), Prime Minister’s Office on the same date.

Mr Tan Chye Hee
4 Mr Tan Chye Hee, 52, joined the Singapore Police Force (SPF) in 1992 after he was awarded an SPF Overseas Scholarship. He was appointed to the Administrative Service in 2001. Mr Tan has held various appointments in the SPF, Ministry of Trade and Industry and Ministry of Home Affairs (MHA), before his appointment as Deputy Commissioner (Investigations and Intelligence), SPF in 2015. Mr Tan was appointed as Director, Internal Security Department, MHA in 2020.
Mr Aubeck Kam
5 Mr Aubeck Kam, 54, has held various appointments in the Singapore Police Force and Ministry of Trade and Industry, before his appointment as Deputy Secretary, Ministry of Manpower in 2006. He was appointed as Chief Executive Officer of the then-Media Development Authority in 2010, and Permanent Secretary of the then-Ministry of Communications and Information in 2012. He was appointed as Permanent Secretary (Manpower) in 2016. He has been Permanent Secretary (Social and Family Development) since April 2022 and concurrently Permanent Secretary (Home Affairs Development) since November 2022.
Mr Chng Kai Fong
6 Mr Chng Kai Fong, 46, has held various appointments in the then-Ministry of Information, Communications and the Arts, Ministry of Home Affairs, Civil Service College, Ministry of Trade and Industry, and Communications Group, Prime Minister’s Office (PMO). He has also served a two-year stint at Shell Eastern Petroleum Pte Ltd. He was appointed as Principal Private Secretary to then-Prime Minister Lee Hsien Loong in 2014 and subsequently as Managing Director, Economic Development Board in 2017. In 2021, he was appointed as Second Permanent Secretary (Smart Nation and Digital Government Group), PMO. In 2022, he took on additional concurrent appointments as Second Permanent Secretary (Communications and Information) and Second Permanent Secretary (Cybersecurity), PMO. In 2023, he was re-designated as Permanent Secretary (Development) in the Ministry of Communications and Information (MCI) and Smart Nation and Digital Government Group (SNDGG), PMO as well as for Cybersecurity in PMO. He subsequently relinquished his appointment as Permanent Secretary (Development), SNDGG and was re-designated as Permanent Secretary (Information and Development), MCI, and as Permanent Secretary (Information and Development), Ministry of Digital Development and Information with the renaming of MCI in July 2024.
