10th Singapore-China Forum On Leadership, 18 November 2025

Coordinating Minister for Public Services and Minister-in-charge of the Public Service Mr Chan Chun Sing, and Member of the Political Bureau of the Communist Party of China (CPC) and Minister of the Organization Department of the CPC Central Committee Mr Shi Taifeng, will co-chair the 10th Singapore-China Forum on Leadership on 18 November 2025.
2 First held in 2009, the Singapore-China Forum on Leadership is a strategic platform for political leaders and senior officials from Singapore and China to discuss and exchange experiences on common challenges in leadership development. (Please see Annex for more details on the Forum.)
3 Themed “Transformative Leadership in Times of Great Change 大变局时代下的领导力建设”, the 10th Forum coincides with the 35th anniversary of diplomatic relations between the two nations. The Forum will include discussions on three sub-themes: i) Cultivating Partnerships for High Quality Development 打造高质量发展伙伴关系; ii) Building a Shared Future with our People 携手民众共创未来; and iii) Developing Future-Oriented Leaders Grounded in Values 培养面向未来、德才兼备的领导者. Minister Chan and Minister Shi will deliver keynote speeches at the Forum.
4 A Memorandum of Understanding between the Public Service Division of the Republic of Singapore and the Central Organization Department (COD) of the CPC on Cooperation in the Exchanges of Senior Officials will be signed at the Forum. As part of the programme, the delegation will be hosted to a site visit to observe the diverse, multicultural social fabric of Singapore before touring the Dawson Estate to learn about our public housing policies.
5 Minister Shi will be attending the Forum virtually. The Chinese delegation visiting Singapore will be led by Executive Vice Minister of the CPC COD Mr Huang Jianfa, who will deliver the plenary address. He will be accompanied by Member of the Ministerial Board and Director-General of Cadre Management, Organization Department of the CPC Central Committee Mr Shi Jun; Member of the leading Party members’ group at the Chinese Academy of Social Sciences (CASS) and Director of the Institute of Contemporary China Studies at CASS Mr Jin Minqing; Director-General of the Bureau of Personnel, Social Work Department of the CPC Central Committee Mr Li Xiaopeng; Professor and Deputy Director of the Institute of Comparative Study of Political Parties, Party School of the CPC Central Committee (National Academy of Governance) Mr Zheng Huan; as well as senior Chinese officials.
6 The Singapore delegation will be led by Minister Chan and will include Minister for Digital Development and Information Ms Josephine Teo, who will also deliver a plenary address at the Forum. The other members of the delegation include Senior Minister of State for Trade and Industry & Culture, Community and Youth Ms Low Yen Ling; Senior Minister of State in the Prime Minister’s Office Mr Desmond Tan; Senior Minister of State for Defence & Sustainability and the Environment Mr Zaqy Mohamad; Permanent Secretary of the Public Service Division Ms Tan Gee Keow; as well as senior government officials from the relevant Ministries and agencies.
