First Singapore-Vietnam Strategic Dialogue on 25 August 2026

Coordinating Minister for Public Services, Minister-in-charge of the Public Service and Minister for Defence Chan Chun Sing and Permanent Member of the Communist Party of Vietnam (CPV) Central Committee Secretariat Tran Cam Tu will co-chair the inaugural Singapore-Vietnam Strategic Dialogue (SVSD) on 25 August 2026.
2 The SVSD is jointly organised by the Public Service Division of Singapore (PSD) and the Ministry of Foreign Affairs of Vietnam under the ambit of the Comprehensive Strategic Partnership between both countries. It is a strategic platform for political leaders and senior officials from Singapore and Vietnam to exchange views on issues such as governance, leadership development, and transformation of public services.
3 Minister Chan and Permanent Member Tu will deliver opening remarks anchored on the SVSD’s main theme, “Towards a Resilient Future: Elevating Singapore-Vietnam Partnership for Technology and Capacity Building to New Heights”. The SVSD will include discussions on two sub-themes: i) Leading for Tomorrow: Developing Future-Ready Talent; and ii) Building a New Model for Technology Cooperation: Towards a Shared Innovation Space.
4 The Agreement between Singapore’s Ministry of Foreign Affairs and the Ministry of Foreign Affairs of Vietnam on CPV Study Visits will be renewed at the SVSD. A Joint Statement on the Singapore-Vietnam Technology Connectivity Strategy is also expected to be issued.
5 Permanent Member Tu will be visiting Singapore from 24 to 25 August 2026. He will be accompanied by Head of the CPV Central Committee Organisation Commission and Member of the Politburo Nguyen Duy Ngoc; Head of the CPV Central Committee Policies and Strategies Commission and Member of the Politburo Nguyen Thanh Nghi; Head of the Ho Chi Minh National Academy and Member of the Politburo Doan Minh Huan; Minister for Foreign Affairs and Member of the Politburo Le Hoai Trung; Minister of Science and Technology and Member of the Party Central Committee Vu Hai Quan; as well as senior Vietnamese officials.
6 During the visit, Permanent Member Tu will separately call on President Tharman Shanmugaratnam and Prime Minister and Minister for Finance Lawrence Wong, as well as meet Senior Minister, Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam. Permanent Member Tu will also call on Speaker of Parliament Seah Kian Peng.
7 The Singapore delegation is led by Minister Chan and will include Minister for Foreign Affairs Dr Vivian Balakrishnan; Minister for Digital Development and Information Josephine Teo; Senior Minister of State for Education & Sustainability and the Environment Dr Janil Puthucheary; Minister of State for Defence Desmond Choo; as well as senior government officials.
