Mr Loh Ngai Seng to be appointed Second Permanent Secretary (Home Affairs)

1. Mr Loh Ngai Seng (卢毅成), 44, Director, Internal Security Department, Ministry of Home Affairs will be appointed concurrently as Second Permanent Secretary, Ministry of Home Affairs on 1 January 2016. He will work with Permanent Secretary (Home Affairs) to support the priorities of the Ministry and drive major initiatives being undertaken. Mr Loh will retain his current position as the Director, Internal Security Department till 31 March 2016.

2. Mr Loh joined the Civil Service in 1995 in the Defence Engineering and Scientific Service and was appointed to the Administrative Service in 1998. He served in various capacities in the Ministry of Education and Ministry of Home Affairs before his appointment as Deputy Secretary (Policy), Ministry of Education in 2008 where he oversaw planning and higher education. He played a key role in several projects including the start-up of new universities like Singapore University of Technology and Design, Singapore Institute of Technology, Lee Kong Chian School of Medicine and the establishment of the Council for Private Education.
