Utilisation of Family Care Leave by civil servants

Ms Eileen Chong Pei Shan: To ask the Prime Minister and Minister for Finance for each year from 2023 (a) what is the number and percentage of public servants who utilised parent-care leave; and (b) what is the average and median number of days of parent-care leave taken by public servants.

From 1 January 2025, the Civil Service had broadened its 2-day provision of Parent Care Leave (PCL) to Family Care Leave (FCL) to include other immediate family members – such as grandparents, siblings, and grandchildren – in view of additional caregiving demands.
From 2023 to 2025, on average each year, about 42,300 officers or 46% of eligible officers in the Civil Service took at least one day of Parent Care or Family Care leave. The mean and median number of days of corresponding leave taken were 1.74 days and 2 days respectively.
